A completion count can affect a progress message and whether an action is available. Those changes should tell the same story rather than behave like unrelated pieces.
State describes what is currently true
A selected filter, a loaded collection, and an unfinished form are all examples of state with different lifetimes. Some information matters only to one interaction, while other information needs to remain consistent across several screens.
The visible interface is a representation of that state. Two screens showing the same task should have an understandable relationship to the same underlying information. State management concerns where that information belongs and how changes reach the places that depend on it.
