Where this idea appears

A target may be incomplete, reached, or exceeded. Different messages for those situations begin with deciding which rule describes the current value.

A decision depends on the rule and its boundary

Conditions connect information to a choice. A reminder might appear when a remaining amount is above zero, while a completion message belongs to a different situation. The boundary matters: reaching a target exactly is different from falling just short of it.

When several possibilities overlap, the order in which they are considered can affect the result. That is one reason a decision is more than a collection of messages. It expresses which situations count as different and which outcome belongs to each one.
