Structure gives content a role
HTML describes the meaning and organisation of a page's content. A heading introduces a section, a link leads somewhere, and a form collects information. These roles remain useful even when the colours, spacing, and typefaces change.
A visually prominent line is not automatically a heading in the document structure. The meaning comes from the element as well as the appearance. This connection helps explain why HTML matters for navigation, accessibility, and the way other software understands a page.
